The Lagos State Government has intensified its grassroots economic strategy, transitioning thousands of vulnerable residents from dependency into active market participants.
During a ministerial briefing marking the third year of Governor Babajide Sanwo-Olu’s second term, the Commissioner for Women Affairs and Poverty Alleviation (WAPA), Hon. Bolaji Cecilia Dada, unveiled the state’s human capital development metrics. Through a network of 19 regional Skills Acquisition Centres and the specialized Women Development Centre in Agege, the administration has moved thousands of trainees through professional vocational tracks to stimulate micro-scale economic growth.
The Vocational-to-Enterprise Pipeline
A major challenge with public vocational training is that graduates often lack the capital to buy the equipment needed to start a business. To solve this, the state’s latest intervention combines technical education with direct asset distribution.
During the review period, 5,310 students graduated from certified vocational tracks, including high-value technical trades like ICT, welding, photography, cosmetology, and industrial fashion design.
To bridge the capital gap, the state’s Micro Enterprise Support Initiative (MESI) stepped in, distributing commercial tools and equipment to 5,339 beneficiaries. Notably, 70% of these asset recipients were drawn directly from the state’s graduation pool. According to Commissioner Dada, this synchronized approach turns personal skill sets into viable livelihoods and small-scale engines of local economic growth.
Driving Digital and Agritech Inclusion
The state’s economic intervention extended beyond traditional trades into digital commerce and food security systems:

The Digital Frontier: To accelerate electronic commerce among informal traders, 600 artisans, market women, and young entrepreneurs completed a specialized three-day Digital Marketing and E-Commerce Training Programme. Upon graduation, each participant received an Android smartphone to manage online retail operations, social media branding, and digital customer engagement.

The Agribusiness Segment: At the state’s specialized farm settlement in Avia, Badagry, 1,485 women were integrated into commercial agriculture pipelines. The curriculum focused on high-yield value chains, including cassava cultivation, mechanized garri processing, commercial aquaculture, and vegetable production to boost household incomes and local food security.
Inclusivity in Grassroots Development
The ministry’s operational report also highlighted the execution of its Life Skills and Economic Empowerment Programme (LEEP). The initiative provided targeted vocational training and business starter packs to 1,500 vulnerable residents, with a specific focus on integrating persons living with disabilities (PLWDs) into the local economy.
