LAGOS — In a decisive move to end decades of bureaucratic gridlock, the Minister of Finance, Wale Edun, has officially launched Phase 1 of the National Single Window (NSW). This digital portal is the “software” half of a massive port overhaul, designed to work alongside the “hardware” upgrades currently underway at the Apapa and Tin Can Island ports.
1. The 73% Bottleneck: A Paperwork Crisis
Minister Edun highlighted a startling statistic: 73% of the time a cargo container sits at a Nigerian port, it isn’t waiting for a crane; it is waiting for a signature.

The Problem: As of 2025, cargo dwell time in Nigeria averaged 18–21 days.

The Delta: Nigeria’s delays are 475% higher than the rest of the world, creating a “congestion tax” that makes Nigerian exports uncompetitive and imports unnecessarily expensive.
2. Phase 1: The Digital “Eraser”
The first phase of the NSW specifically targets the “transaction dwell time” by creating a single digital point of contact for all trade documentation.

One Portal, One Submission: Importers and exporters will now use a single interface to submit Licences, Permits, and Certificates (LPCOs).

Inter-Agency Integration: The platform connects Customs with regulatory bodies like NAFDAC, SON, NAQS, and NESREA.

Automated Risk Management: Compliant traders will be “fast-tracked” using AI-driven risk assessment, reducing the need for physical inspections that often lead to human-induced delays.
3. The 2026 Target: Under 7 Days
The government has set an ambitious goal: to reduce average cargo dwell time from 21 days to under 7 days by the end of 2026.
The Dual Strategy: Digital efficiency (NSW) + Physical Modernization (Port Upgrades) = Competitive Trade.
“Without the NSW, ports remain congested due to slow documentation. Without port upgrades, digital efficiency is undermined by physical bottlenecks,” Edun noted.
4. Implementation Timeline

Go-Live Date: The platform officially goes live on Friday, March 27, 2026.

Pilot Phase: Manifest submission testing with selected shipping lines and air cargo operators begins immediately.
