In a decisive move to bridge the country’s technological divide, the Federal Government has officially established a high-level Joint Implementation Committee. This body is charged with executing the mandates of the National Conference on Digital Literacy, ensuring that the country stays on track to achieve an ambitious 95% digital literacy rate by 2030.
A Multi-Sectoral Alliance for Innovation
Inaugurated in Abuja by the Secretary to the Government of the Federation (SGF), Senator George Akume, the committee represents a powerhouse of inter-agency cooperation. The group is chaired by Dr. Ibrahim Kana and draws expertise from several key ministries and agencies, including:
-
Policy & Tech Leaders: The Ministry of Communications, Innovation and Digital Economy, and the National Information Technology Development Agency (NITDA).
-
Education & Information: The Ministry of Education, TETFund, and the Ministry of Information and National Orientation.
-
Youth & Social Impact: The Federal Ministry of Youth Development and various non-governmental organizations.
The Immediate Mandate: 2026 Deliverables
The committee’s primary focus is the immediate rollout of the Clergywealth Digital Skills Nigeria Initiative. The group’s specific terms of reference include:
-
Strategic Planning: Finalizing the details for the upcoming National Digital Literacy Conference set for January 28–29, 2026.
-
Skills Rollout: Managing the nationwide training and international certification of an initial one million Nigerian citizens.
-
Governance: Providing rigorous oversight to ensure emerging technologies are accessible to the grassroots.
Empowering the Grassroots and the Clergy
The project is a collaborative effort with Clergywealth Multi-purpose Cooperative Society Limited (CWMSCL). According to Deputy Director Rosemary Ojochenemi Oshikoya, the organization’s involvement goes beyond technology.
While the digital training is a core pillar, it is integrated into a broader social safety net that includes the Clergywealth Artisan Training School (CATS) and specialized microcredit facilities. This ensures that tech education is backed by financial support and sustainable career pathways for youths, artisans, and community leaders alike.
Strategic Alignment
Senator Akume emphasized that this task force is the engine room for the National Digital Economy Policy and Strategy. By integrating digital tools into everyday commerce and community life, the government aims to transform Nigeria into a leading digital hub within the next decade.
